Too much ado over the Bicam Report?

Listening to the different “explanations” of people who should know the truth, we now have at least two different versions of the SIGNED Bicam Report.

One SIGNED Bicam Report with blanks was exposed by Rep. Isidro Ungab and former President Rodrigo Duterte during a podcast with Atty. Vic Rodriguez. Unnoticed at the time, it was mentioned earlier by Sen. Imee Marcos in a privileged speech on Dec. 16, 2025. This has since been corroborated by - of all people - Rep. Raoul Manuel in an interview with GMA 7.

On the other hand, Senators Joel Villanueva and Sherwin Gatchalian assert that there were no blank spaces in the Bicam Report where they affixed their signatures. This makes it two.

By the way, what is taking Senate President Francis Escudero and Speaker Martin Romualdez too long to give their versions of the story? And what is keeping the other signatories of the Report (or those who did not sign it) from coming out? This concerns public interest, and the Filipino people deserve to know the real score.

This administration will not only go down for plunging the country deeper into debt than any before it. It has caused untold misery and suffering to millions by sheer incompetence and corruption. Everything that could make life worse concerns every Filipino.

Clearly, the plot thickens with each passing day. One thing is clear: there was and is a Bicam Report with blank spaces, which some Bicam members signed just the same.

It is now up to Villanueva and Gatchalian to present the complete (meaning filled up) Bicam Report they claim was the one they signed. Of course, they are aware that they are treading on dangerous ground because—for all they know—they were given a different one than that which was exposed by Ungab and PRRD and affirmed by Imee Marcos and Manuel.

Executive Secretary Lucas Bersamin and President Ferdinand Marcos Jr. were out of order. Whatever it was that they were taking, they better stop it. It’s not good for their comprehension.

FPRRD vowed to go after all those who are liable for this mess. This could go beyond the actual participants in what could become this administration's mother of all scams. Since the 2025 General Appropriations Act might be questioned before the Supreme Court, it follows that all signatories to all documents related to it might find themselves answerable for it. It is a certainty in the next administration—but it can come as early as this.

Yet, for all the confusion over the Bicam Report, it is only a microcosm of the Marcos administration’s real state of governance—if it can be called such.

Is this too much ado over the Bicam Report? No. It is the tip of the iceberg that is finally coming out of the woodwork.

This is how chaotic this administration has become. For all its follies, however, we have not seen the last of it.

It will get worse before it gets better.
